A Remote Monitoring and Control System for an Electrical Power Distribution Network

Introduction

A monitoring & control system built in an electrical power distribution network is necessary to secure a reliable operation. In this application, the electrical power distribution system locates in Czech and serves the district more than 5,000 km sq.. The distribution system consists of 143 big nodes set in power plants and bulk power substations equipped with a big control & measurement system; 129 of which are outdoor disconnection switches, 14 of which are medium transformer stations with a switch-gear. Additionally, there are a large number of small distribu-tion points, transformer stations and section disconnection switches, which is used to be manually operated and with no measurements. The monitoring and control system is required to provide remote data acquisition and control of disconnection switches, transformer stations and back status read-ings of equipment as well.

Requirements

The whole system operates in an outdoor environment and so, must be able to resist harsh weather (the temperature range is -10 to +50?C). The operational mode of the network must be on-line and radio operated communication is a necessity for long distance data transmission. Each node must serve as a repeater, transmitting signals to a more distant station. The system can be supplied directly from a power network (through a transformer), but a battery back-up system lasting 24 hours is also needed. The operational mode of a node is quite sophisticated and requires the computer controller to be more flexible than the other commonly used devices, such as the standard PLC. The table below shows what are required of the measure-ment/ control system.

System Description

The main mission of this monitoring and control system is to control the section disconnection switch and communicate with the dispatching center. It is based on ADAM-5510 PC-based programmable controller and ADAM-50xx I/O modules: ADAM-5060 relay module, ADAM-5051 digital input module and ADAM-5017 analog input module. Sensors and actua-tors are connected through removable connectors to the front side of the controller. ADAM-5510 controller is an indepen-dent PC-XT compatible with a ROM-DOS operating system. Programs are stored in Flash ROM (256K) memory. They pro-vide an on-line system diagnostic, control radio-modem net-work and a communication transmitter. It can also follow the commands received from the dispatching center and send measured and alarm values back.
