Requirement
of RTMS
According to KICT's evaluation, typical
road systems in Korea generally suffer from a lack of information about
road management and highway environment and an inability to handle the
traffic load at toll stations during peak-hours. Even worse, if personnel
want to communicate with other systems, this involves great efforts.
To improve the traffic quality and eliminate bottle neck, KICT has developed
the concept of Rural Traffic Management System (RTMS). RTMS serves as
a smart traffic system with:
- real-time traffic control and information
uploading
- congestion and heavy vehicle management
- auto-enforcement of traffic violators
- good communication with other systems
Application of ADAM-5510
to the RTMS system
The architecture of RTMS developed by KICT
includes Speed Detector, Visual Management System, Local Center, Sub-Regional
Center, and SCADA System, etc.
A Speed Detector System is installed at 37 sites, each site applying
Advantech's MIC-2350 Iintel all-in-one Pentium CPU module and PCM-3810
solid state disk module. Each site includes a pole and a control box
to process and manage the detecting sensor and I/O signals. The detector
watches every lane of the road, and information is responded to in real-time.
For the SCADA System, the ADAM-5510 PC-based Controller, equipped with
various ADAM modules for analog input and digital input/out, is applied
as the Central. The ADAM-5510 is responsible for supervising Local Center's
equipment and providing present road status. This helps to establish
and manage every facility's maintenance plan and to connect information
with the whole traffic system.
The following system architecture for the Local Center includes Power
Supply, Speed Detector, Lighting Equipment, HVAC and Security System.
(Refer the following table for detail functions). Here, the ADAM-5510
Controller acts not only as an open PC-based control platform to link
different systems but also supports 3 flexible communication ports.
For communication with office computers, ADAM-4520 converter transfers
industrial RS-485 signals to RS-232 PC's signals over a long distance.
The KICT programmer can configure and download Turbo C/Visual Basic
program from remotely located Central Control Room. This makes the Local
Center operate independently and enhance the total performance of traffic
system.

The Road RTMS to Go
After the installation of the first 45Km
section, Ministry of Construction and Transportation was satisfied with
the testing results of RTMS. Be it from cost, operation or system integration
aspects, ADAM-5510 PC-base controller has done an excellent job in Rural
Traffic Management System. What will be the next? After three years
of research, KICT now has plans to implement RTMS from the Seoul area
to nationwide around the year 2000.
